1. Pre-inspection document review and label review: If the labels do not meet the specifications, it will lead to repeated label revisions and delays.
2. Inspection declaration at the port of arrival: If the packaging labels are inconsistent with the sample labels, the approved labels will need to be revised again.
3. Cargo sampling inspection and packaging label verification: If the inspection results are not up to standard, the cargo will be required to be returned to the port of origin.
4. Cargo storage within the jurisdiction: Before obtaining the inspection and quarantine hygiene certificate, the cargo must be stored in a warehouse within the jurisdiction of the commodity inspection authority and must not be sold or used.
5. Affixing Chinese labels: After the cargo enters the country, the enterprise shall arrange the affixing of Chinese labels by itself.
6. Re-inspection of labels by commodity inspection: After affixing the Chinese labels, a vehicle shall be arranged to transport the cargo for commodity inspection to verify compliance with label affixing specifications. If the labels are not affixed in accordance with the sample labels, re-affixing will be required.
7. Application for Hygiene Certificate: A handling fee is required for the Hygiene Certificate.
8. Label recordal: Label recordal is required for the first import; subsequent imports of the same product do not require re-recordal. This reduces the workload of items 1, 5, and 6 at the port, and labels can be affixed to the product packaging by the manufacturer in advance.

Beer requires inspection declaration before customs declaration. Documents required for inspection and quarantine:

1. Original Certificate of Origin from abroad
2. Original Sanitary Certificate from abroad
3. Chinese translation of label content
4. Sample of product label (required for pre-packaged food; generally not required for raw materials). Other documents are similar to those for beer customs declaration.

After the inspection and quarantine window approves the application, an Import Customs Clearance Form for Goods will be issued for customs declaration. The beer customs declaration process follows: Declaration → Tax Bill Issuance → Tax Payment → Tax Verification → Release.

After the consignee receives the imported beer, it is mandatory to send samples for inspection. After passing the inspection, the Entry-Exit Inspection and Quarantine Bureau will issue the CIQ Certificate (Certificate of Inspection and Quarantine for Imported Goods), which usually takes 15-20 working days. This certificate proves that the batch of imported beer meets human consumption standards and can be sold in the market.
